Plant Performance Services (P2S) assist Shell Convent Refinery Earn 2009 Global Project of the Year

January, 2010

Plant Performance Services (P2S) gained worldwide recognition for their work with the fabrication and installation of the H-OIL Reactor Vapor-Hydrogen Exchanger Project at Shell’s Convent Refinery, which won the 2009 Global Project of the Year award competing against 11 other Shell projects globally.

“We are delighted to be a part of the Shell 2009 Global Project of the Year and the Americas Regional Project of the Year Award. This shows P2S’s ability in performing multiple service offerings as well as our commitment to our clients to deliver on demanding projects. We look forward to future opportunities that build upon our relationship by continuing to add value to Shell’s projects” said Derek Toffer – Shell Global Services Account Manager.

The project achieved zero HSE incidents, strong benchmarks such as best practical FEL and Team development indices, and was first quintile in its cost effectiveness index.

The P2S team repaired leaks and improved design on six original rector vapor-hydrogen exchangers originally installed in 1984, preventing the release of high pressure, high temperature hydrogen into the atmosphere. P2S’ Sand Spring, Oklahoma office fabricated the pipe and installed the unit at Shell’s Motiva Refinery in Convent, LA. The P2S Fabrication Facility performed over 300 347H stainless steel welds with zero defects. Not only was the quality standards met but a tight project schedule was also achieved.

The Nondestructive Examination requirement on each weld consisted of 100 percent Radio Topography, 100 percent Positive Material Identification, 100 percent Ferrite check (each weld pass), 100 percent Liquid Penetrate Test (each weld pass), 100 percent Ultrasonic Testing and hydrostatic test (3900#) of the completed spool piece. In addition, the team performed and documented over 1,500 individual weld tests while achieving a zero percent repair rate.

“The H-OIL reactor vapor-hydrogen exchangers have proven to be as robust as promised. Since installation, the exchangers have endured two thermal cycle events without any loss of containment” said Gus King, Shell H-OIL reliability team performance specialist.

At the onset of the project, P2S established specific goals, including a zero safety incident rate, elimination of by-product incidents at the reactor vapor-hydrogen exchangers, no impact to process performance, and completed installation by the spring of 2008 with the first quintile cost performance. The collaboration of Shell and P2S ensured that these specific objectives were realized.

Shell attributed the project’s success to early involvement of P2S as the specialty contractor for constructability review & turnaround integration; complete alignment on objectives; cradle-to-grave participation and support by operations, engineering, maintenance, and inspection; support and guidance; ambitious, but realistic, goals; appropriate assignment of accountabilities and authorities of team members; aggressive project controls; and effective risk management.

“The project transformed an area of the unit that was a constant threat of loss of containment during process upsets, into an area that we now have a high confidence level for maintaining integrity through all conditions” said Steve Toben, Shell H-OIL reliability team unit process engineer.

The DS-M Project Leadership Council awards the year’s best projects in each region and globally, recognizing projects which achieve superior performance in HSE, cost, schedule, and quality. The H-Oil Reactor Project previously earned the distinction of being the Shell Project of the Year in North America.
